Is the Tacx carbon compound only useful for Carbon/Carbon surface contact or can it also be used for something like an aluminum stem clamping on a carbon bar to the same benefit?

AFAIK it is used on any interface with carbon. Aluminum included.

After all, pure carbon/carbon interfaces are rare. Check out the inside of your carbon frame's seat tube - good chance there is an aluminum sleeve.

It works on everything that you want to increase friction. I've used it on all sorts of threaded parts as well as on the inside of the face plate of my stem. Works great.
