Best and most accurate way is to directly measure wheel circumference--is to do a roll-out with a buddy (and you on the bike).

Here's the way bike tires are measured:

A 700c rim and a "common" tubular rim are both Ø622mm. From that, you can USUALLY assume that the "21" is both width and height (since tubulars are round in cross-section, this is more or less still true), this adds 42mm to the diameter, so your total diameter is now 664mm.
