I want to upgrade from the crappy (i think they are tektros) on my new Langster Chicago.

I am thinking about a pair of these 2008 Shimano Ultegra SL BR-6600-G
About $105 for the pair.

But will they fit correctly?

I know some bikes require different reach, but i don't know how to check.

I have one more super noob question, that I have tried searching about but found no info.

What does the little swing arm do? does it just tighten the cable a bit?

You flip that small lever when you want to remove your wheel. It opens up the brakes so your tire doesn't have to hit your brake pads while you remove or reinstall your wheel. Very handy.

But I question the premise of your upgrade decision. Tektros are inexpensive compared to Campy or Shimano, but they generally function very well. If you want a braking performance upgrade, you'll get far more bang for the buck by switching out the pads for Koolstops.
