If anyone actually gets penalized (without confessing) what start date are they going to use? They haven't had any cases like this before so it will be interesting to see what they do. They could use date of proven use, date of getting caught, date of suspension by the team and it could make a big difference in how long they are out.

I would guess they would use the date they withdrew from competition. It will be up to each country's cycling federation so it could vary.
