This fork came with my LeMond Poprad.

This is the fork on Bontrager's website:

This is my fork, note the carbon cap and metal band:

Will the cap and band need to be removed prior to installing the headset?

Hmm. The head tube for my Poprad is definitely designed for an external headset. I took the rubber cap off, too. What's there is hard plastic (carbon?).
