I believe they are speaking about a rule that states something that towards the end of the race if you have a flat or mechanical you are "Safe" meaning you are not out of the race and your time would count as if you finished or crossed the line... (I believe this is a rule as at a certain point no team cars or support cars can follow you so you have no support)

If you crash or have a mechanical within the final 3km (used to be 1km) you get the same finishing time as the group you were with when the incident occurred. It was instituted so GC candidates and their teams wouldn't feel the need to be near the front getting in the way of the sprinters' teams in the finale.
