Not power transfer per se, unless it is SO bad that you actually jump between teeth, or they are so shark-toothed that the hooked ends grab the chain.

It can by adding more chordal action. It's not going to be a huge amount of power loss and it's going to be more annoying than anything, but it's for sure there. Chordal action on the bike feels like the drivetrain is vibrating.

It might matter if your chain is worn along with it or not. Either way though it wouldn't be enough power loss to make any difference I don't think.
