While using Zwift I see riders with what looks like a tablet or laptop or something similar on their handle bars, what is it?

Those are riders doing structured workouts instead of "free" riding, and the intention is to depict a heads-up display (HUD) in front of their avatar.

If you catch the angle right, the color of the HUD reflects the riders current (Coggan) power zone and their power is displayed in the upper right of the HUD.

The little square icon means they are on a mobile device.

The little graph icon means they are in workout mode.

The color of the HUD you see on the handlebars corresponds to the power "Zone" they are in relative to their FTP. Gray, Blue, green, orange, and red.
