Roads frames and 28mm tires?

Are there any frames/forks that have road geometry and allow 28mm tires?

Yeah! I just put those tires on my Pista for commuting. They're a blast. They fit on my Gios frame but they won't fit under my Columbus Carve fork.

I haven't actually tried it, but I'd bet that my Time Edge Translink could take a 28. I've got a good centimeter of clearance between my 23 sized Michelins and the rear brake bridge.

Why do you want to run skinny tires like that? I am sure any frame that will take a normal tire would have no problems taking a 28mm tire if you are willing to put up with a harsh ride.

I am sure all my frames would take tires that skinny but I have only tried them on my Waterford Fixte and they worked fine.

I've got Panaracer Pasela TG 700x28 tires on my De Bernardi steel frame. It's a tight fit, and I have to let most of the air out of the tires to clear the brakes, but they fit fine once you get the wheels mounted. I haven't tried the Panaracers on my Eddy Merckx frames, but I am sure they would fit because they have slacker angles and more room behind the seat tube than my DeBe. I've put Michelin 700x25s on both of my Merckx frames in the rear, and they fit fine once you clear the brake calipers. Michelin 25s are actually 27 mm wide.
