Will a 24h or 28h hub work with 21h rim?

Well sort of. Assuming you want to use identical length DS spokes, you will need to add a mm or two for NDS spokes, as they will not be perfectly radial when using every other spoke hole.

I had been scratching my head from the get go with how someone could arrive at a lacing pattern for 12:9 that wasn't some sort of bodge.

lol until Mackers mentioned it was 14:7, I had been googling for 12:9 (and found nothing). It's one of those mistakes that send you go searching for the wrong thing from the get go!
