When I was a teen I had a Schwinn Traveler 3 that I loved, is there any newer bikes in steel with a comfortable frame? Like a touring bike that I can attach rack on the back. I do not want to go disc, I want to stay rim brakes. What are my options? I am now 60 years old so that is a factor.

Independent Fabrications Club Racer. Expensive, and it's just a frame, but finding a rim brake bike with your requirements is getting more difficult as every manufacturer is pushing disc brakes down our throats.

Another option is the Bilenky Tourlite. I have one, love it, and it meets all your specs. Mine has a rack, fenders, and a generator light. Fit's 28mm tires with fenders using 47-57mm reach brakes, 32mm tires without fenders although squeezing the tire past the brake pads might be tough.
 
There are a number of really nice titaniums, Habanero, Linskey, etc..,, that I might have recommended except the thread heading specifically stated steel,
My mentioning that I got a Linskey was an aside. I considered a Soma because like the Linskey Backroad, it had a very relaxed position which I need for my back. I don't remember which model of Soma, just that it came as a complete bike without a frame only option.
 
Maybe something from 1932 would work better that weighs 100 lbs, what a Clown you are!
Well you did say you loved your old Schwinn Traveler. :) Granted there are much better options available. As mentioned above, check out Soma. Not sure if they have rim brake options though. Otherwise check eBay for used steel bikes.
 
What part of Lightweight frame do you not understand. When you went to school I guess reading was optional!
I have been here for quite some time and I'm still trying to figure out whether @duriel Is our resident troll/jokester or just gives clueless advice.

If you are OK with used, there are plenty of great steel rim brakes bikes out there as the industry has convinced many buyers that they must switch to disc brakes. If you just want a rack you don't need a touring bike unless you plan to haul a lot of gear

The reason i was looking for a touring frame is the bike has longer chain stay and usually more stable. i just wanted lightweight rack to have and double as rear fender in case of rain. It seems hard to find a used one in my location. i still have a 2015 carbon Synapse in the meantime which is a nice bike, but still miss the ride of steel.
 
I have a Velo Orange Randonneur that I really like, but the newer ones are disc. Look for a used rim brake model. I also have a Heron Randonneur that is my main touring bike, but those aren’t common. Other makers that come to mind:

Black Mountain Cycles
Waltly (affordable Chinese made custom titanium)
Davidson (now just makes titanium, but older ones are steel)
Other custom builders such as Chapman, Ellis, Kirk, Lyons
