How do I figure out which tires have the lowest rolling resistance?

I swapped out my Specialized Borough XC Sport 700x45c, 60TPI tires for some Borough CX Armadillo Elite Tire 700x32c, which are skinnier and slicker... but I ended up going slower, not faster.

Any suggestions on a low rolling resistance tire for crushed limestone?

Testing tire rolling resistance is not for the faint of heart, nor does "my time was better/worse" really cut it. There are a lot of variables, but generally wider tires at lower pressures are faster on rough surfaces. Grand Bois is a low rolling resistance tire available in wide sizes.
