I am looking for a 28 spoke holes hub for my commuter.

Internet says every 10 speed cassette (Shimano) can be used on a 8/9 speed hub.

Internet also says a 8/9/10 speed cassette won't fit on a 7 speed hub.

So I wonder if this hub would accept a 10 speed cassette. The seller describes it as fit for 7/8/9 speed splined cassettes:

Any thoughts?

7s cassette would require a spacer.. where as the 8 and 9s wont?

8, 9 and 10 speed cassettes all use the same freehub. 7 speed is not compatible with any of those.

Tons of HG 7 speed cassettes around even now.

Any hub that fits a 9 speed cassette will fit a 10S cassette, though depending on the type you may need the 1mm spacer.
