The highway workers at my local authority have changed from yellow to orange, as the orange attracts far fewer insects in the summer. When I wear HV yellow, I have noticed that I am a fly magnet so I have changed too.
 
It was likely fluorescent which appears super bright in daylight because in converts invisible UV light into visible light making it appear 2-3 times brighter. Some laundry detergents have fluorescent whitening agents that act as optical brighteners to make your clothes look whiter or brighter by doing the same trick with UV light.

At ReflecToes all our yellows and pinks use fluorescent yarns/fabrics that make you stand out against the comparatively dull background. We do half fluorescent and half reflective for the most part in key areas (like your moving feet) or outlines of your body on our cycling rain jacket.

Fluorescent for daytime and reflective at night; they don't help otherwise.

This high viz cycling jersey is 2-3X brighter during the day and has large areas of mirrored retro-reflective outlining your body.

I was riding BAM (Biking around Minnesota) this year and I kept seeing something that looked kind of orange off in the distance. Eventually I caught up to her. This woman was wearing a bright coral colored jersey and I could see her in the distance even when I couldn't really see some of the riders between us.
 
I know this thread is old, but i thought I'd contribute anyway.

This company has been around a while now. I have a couple of their jerseys, and they are very visible and durable. Note that they are not race fit sorts of things. More of a casual, loos'ish fitting style.

Great for commuting

I think the key here is multiple colors rather than one color. The base color should be something light as no matter what time of day or night, light colors are more visible than dark colors.

First off, I think an important thread like this with links to hi-vis stuff to keep alive.

That being said, I checked out ElevenGear and like their blue/yellow checkered bibs and jersey. Had to bookmark them. Thanks for the suggestion.

Their stuff is indeed pretty cool...........but expensive. $100 for a jersey?
